Orioles pitcher Hayden Penn is out of options, meaning he must make the Orioles or be put on waivers, meaning they would likely lose him. Penn has averaged a run an inning so far this Spring, and his development hasn't gone as planned. Penn could certainly benefit from a switch to the NL, but he is 24 and the Orioles may want to hold on to him. The Padres have had interest in Penn before, so a trade for him is likely if put on the market for a good price.
